Zone X flood zone (unshaded): minimal hazard, not no hazard

Updated October 22, 2026

Unshaded Zone X, shown as Zone C on older maps, is land FEMA maps as an area of minimal flood hazard: outside the Special Flood Hazard Area and higher than the 0.2% annual chance (500-year) flood. Flood insurance is not federally required there, but floods and claims still occur.

Unshaded Zone X is the lowest flood hazard category on a Flood Insurance Rate Map (FIRM). It covers land that FEMA’s study places outside both the 1% annual chance (100-year) floodplain and the 0.2% annual chance (500-year) floodplain.

What unshaded Zone X and Zone C mean

FEMA’s flood zone glossary describes areas of minimal flood hazard as “the areas outside the SFHA and higher than the elevation of the 0.2-percent-annual-chance flood,” labeled Zone C or Zone X (unshaded). 44 CFR 64.3 lists “C, X” as “Area of minimal hazards.” Zone C is the label on older maps; current digital maps use Zone X with the subtype “area of minimal flood hazard.”

The letter X is shared with a second category. Areas between the 1% and 0.2% annual chance floodplains, and some other moderate hazard areas, are mapped as shaded Zone X (formerly Zone B). On the map, the shading is what tells them apart, so check which one applies.

Is flood insurance required in Zone X?

Not under federal law. 42 U.S.C. 4012a requires flood insurance only for buildings in an area identified as having special flood hazards, which is the Special Flood Hazard Area (Zones A, AE, AH, AO, AR, A99, V and VE). 44 CFR 64.3(b) does not list Zone X among the mandatory purchase zones.

NFIP policies can still be bought in Zone X in a participating community. New policies normally take effect after a 30-day waiting period, but 42 U.S.C. 4013(c) waives it for purchases tied to a loan and for initial purchases made within a year after a map revision. That second exception matters when new maps move a building into the SFHA. Our guide to flood insurance requirements covers both situations.

Building rules in Zone X

The construction standards in 44 CFR 60.3 that require elevating the lowest floor to the base flood elevation apply in A and V zones. The regulation sets no such elevation requirement for Zone X, which has no base flood elevation. Local floodplain ordinances and building codes still apply to all construction.

What Zone X means for insurance cost

FEMA states that the NFIP’s pricing approach under Risk Rating 2.0 “does not use flood zones” to determine flood risk. A Zone X building is rated on the same factors as any other: flood frequency, flood types including heavy rainfall, distance to water, elevation and rebuilding cost. Two Zone X houses can therefore have different premiums. Risk Rating 2.0 applied to new policies from October 1, 2021 and to renewals from April 1, 2022. The zone matters for whether a lender must require coverage, not for the price.

How to check a parcel’s zone

Search the address on FEMA’s Flood Map Service Center, which shows the effective FIRM and any Letters of Map Change. A lender’s Standard Flood Hazard Determination decides whether the building is in the SFHA for the loan. If a building in Zone X is near an AE or AH boundary, check where the structure itself sits, not just the lot.

Zone X in Miami-Dade County

Unshaded Zone X is the most common zone in Miami-Dade by building count. Of the about 551,600 buildings in Miami-Dade’s 80 ZIP code areas (78 with reports), 301,091 (55%) have their centroid in unshaded Zone X on the effective FIRM. We place FEMA/ORNL’s USA Structures inventory on a July 2026 snapshot of FEMA’s National Flood Hazard Layer; a building near a zone boundary may be determined differently. The largest counts and shares:

Zone X does not mean no flood claims. In the same 80 ZIP areas, 5,554 of the 61,909 NFIP claims in OpenFEMA’s redacted claims data (1978 to September 2026) were on policies rated in a zone other than A or V.

New FIRMs for Miami-Dade take effect on February 19, 2027 (91 FR 65238, published October 14, 2026). A building in Zone X today can be mapped into the SFHA on that date, which would trigger the federal purchase requirement; see the 2027 Miami-Dade flood maps.

Questions

Is flood insurance required in Zone X?

Not by federal law. The mandatory purchase requirement in 42 U.S.C. 4012a applies only to buildings in the Special Flood Hazard Area, and Zone X is outside it. NFIP policies are available in Zone X in participating communities.

What is the difference between Zone C and Zone X?

FEMA's flood zone glossary labels the minimal hazard area as Zone C or Zone X (unshaded). Zone C appears on older maps; newer maps use unshaded Zone X for the same category.

Can a Zone X property flood?

Yes. Minimal hazard is not zero hazard. In the 80 Miami-Dade ZIP areas we cover, 5,554 of the 61,909 NFIP claims recorded since 1978 were on policies rated in a zone other than A or V.
